The HCaTS Proposal Model is provided in Microsoft Word format, and designed to be refined and modified by companies submitting a proposal in response to the HCaTS procurement. Customers using the product may add company-specific information text to the model proposal to create a proposal specific to each company's qualifications and experience.
Winning companies will provide training and development, human capital strategy and organizational performance improvement services aligned to the Human Capital Assessment and Accountability Framework.
This multiple award IDIQ spans 8 NAICS codes. The code are grouped into two pools:
Pool 1 - $11M business size standard; Professional and Management Development Training
Pool 2 - $15M business size standard; Human Resources Consulting Services
40 awards will be made in each of the two pools. For each pool at least 3 contracts will be awarded to companies in each of the following 5 categories (HUBZone, SDVOSB, WOSB, EDWOSB and 8(a)), for a total of 30 small business awards.
