AwardsThe Government plans to make at least 17 IDIQ awards, with up to seven reserved for Small Businesses, provided that seven Small Businesses are in the competitive range. The Government reserves the right to make no, one, or multiple awards; the Government also reserves the right to make more than 17 awards.
Contract PeriodA ten-year period of performance. The ten-year period of performance consists of a base period of 5 years and one five-year option..

The small business size standard for this acquisition is 1250 employees. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
Specific RFP Qualification RequirementsSecurity (Applies to related incidental services only) (a)Although it is unknown exactly how many orders will be required to have securityclearance requirements and the levels of security clearances, the Government may 12 require security clearances from Secret to Top Secret sensitive compartmentedinformation (SCI), for performance of any order under this contract. The specific vendor security clearance will be determined at the delivery order level.

The Army prefers prime contractors, subcontractors and teaming partners, and manufacturers of required servers, workstations, thin clients, desktops, notebooks, networking hardware, etc. that are certified, registered, and audited in standardized quality managed processes such as ISO 9001:2015, Capability Maturity Model Integration (CMMI), etc.

You may submit up to five (5) contract or project references. All project and/or contract reference(s) shall represent recent and relevant performance as a prime and/or first-tier subcontractor under Government contracts (i.e. Department of Defense: Army, Navy, Air Force, Marine Corps, Defense Logistics Agency (DLA) etc.; Department of Homeland Security, Department of State, etc.) If you have no Government Agency contracts, commercial references may be submitted. Relevant efforts are defined as services/efforts that are the same or similar in complexity as described in the requirements of the SOW.

Scope of WorkThe contractor shall provide for the purchase and lease of commercial servers, desktops,notebooks, workstations, thin clients, storage systems, networking equipment (including Local Area Network (LAN) wireless communication devices), imaging equipment, product ancillaries (including equipment cabinets, racks and mounts), peripherals (including monitors,audio, input devices), network cabling products, video teleconferencing (VTC) products,standalone displays (e.g., Plasma, LCD, LED, high-definition televisions (HDTVs)), scanners, Everything over Internet Protocol (EoIP) products, communication devices, power devices, and software provided as part of the end-to-end solution (includes Joint/Enterprise License 2 Agreements (J/ELAs), DOD Enterprise Software Initiatives (DOD ESI), Information Technology Enterprise Solutions - Software 2 (ITES-SW2) (see paragraph 4.2 (e)), warranty variations, and other related incidental services, accessories, and options. All desktops, notebooks, workstations, and thin clients shall be Army Golden Master (AGM) compliant.

Evaluation FactorsFactor 1: The Technical factor is further divided into the following subfactors:
  • Subfactor 1 Compliant IT Equipment
  • Subfactor 2 Quality Programs
    • Subfactor 1 is more important than Subfactor 2.
Factor 2: Price: The resulting award will be a firm fixed price contract. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort. Price will be an evaluation factor; however, it will not be adjectively scored.

Factor 3: Past Performance: Each offerors past performance will be reviewed to determine recency and relevancy and to access confidence in past performance.

Factor 4: Small Business Participation: Each offerors level and degree of commitment to utilize small business in execution of the requirement will be evaluated.
