Due to the Government shutdown, the NASA/Goddard Space Flight Center has not completed its review process for the remaining questions and answers. Therefore, an update to the due date for SEWP V proposals will be released once the current Government shutdown is lifted. However, we anticipate the due date to be no earlier than November 1, 2013.

As previously noted: "The Contracting Officer will address the extension of the proposal submission due date, as part of the next amendment release." NASA will be unable to respond to any individual emails or phone calls until the furlough has ended.

The contracts will be awarded by both Category and Group as follows:

Category A (Computer Systems/Servers) - NAICS 334111
Group A - Computer Based Systems (Full and Open Competition)
Category B (Complementary Products) - NAICS 541519
Group B - Mass Storage Devices (Service Disabled Veteran-Owned Small Business Set-Aside) - Mass Storage Devices (Hub-Zone Small Business Set-Aside)
Group C - Server Support Devices / Multi-Functional Devices (Small Business Set-Aside)
Group D - Networking / Security / Video and Conference Tools (Full and Open Competition)

Small businesses have by far the best chances of an award by responding to Category B/Group B & Category B/Group C. You have the least technical requirements in these two groups (complimentary IT products) and it is set aside for small businesses. You would be competing with only your peers.

Volume 1 - Offer Volume (administrative information)
Volume 2 - Management/Technical Approach Volume, 90 Pages (this is the most difficult part)
Volume 3 - Price Proposal
Supporting documentation for pricing (such as catalog, price list, schedule, etc.), warranty pricing, pricing for non-mandatory available components, classification worksheets, and a summary worksheet.
Volume 4 - Past Performance Volume, 10 pages
Five of your most recent, similar contracts
Customer Evaluations = Recent customer evaluations of past performance including Award Fee Evaluation results, Fee Determination Official letters, Annual Performance Evaluation Forms, or any other written performance feedback.
