• GSA allows bidders to offer ceiling hourly rates for 141 Labor Categories even though the offeror may not have sold them or have staff fitting the categories.
• GSA is relying on competition to keep rates reasonable so cost/price justification is not required.
• Labor category definitions included in the solicitation do not include years of experience or education level.
• The file structure required for an offer is unique in that contact administration, marketing plans, experience survey and summaries, pricing must be submitted as separate files through a web portal much like GSA schedule offers.

Most bidders will propose reasonable rate across all labor categories. Rate reasonableness can be assessed by comparing proposed rates to existing 8(a) Stars awardees rates. Reasonableness of proposed rates will eliminate pricing as a factor in making an award.

With reasonable rates proposed, experience survey results and experience summaries will be the primary factor in evaluating your proposal.
