Use of templates for proposals in response to Indefinite Delivery Indefinite Quantity (IDIQ) Task Orders works well and can reduce proposal writing costs significantly. Separate templates are usually needed for different IDIQ contracts because the response requirements are usually different for each IDIQ. More frequently, IDIQ responses are requiring technical solution content (usually with page limits). Technical solutions usually require unique content so room has to be left in a template for a solutions section.

Pricing in task order proposals is particularly well suited to a template approach, usually in Excel. Excel spreadsheets can be pre-prepared including cells for labor category titles and negotiated IDIQ hourly rates.
