The Department of Homeland Security (DHS) has finally issued the much-anticipated Eagle II Solicitation, the successor to the $8 billion Eagle I Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. With a ceiling of $ 22 billion, Eagle II contracts will provide the following categories of IT support services across all DHS agencies.
- Category 1 - Service Delivery (including Integration, Software Design/Development, and Operations and Maintenance)
- Category 2 - Information Technology Program Support Services
- Category 3 - Independent Test, Validation, Verification, and Evaluation (IV&V)

EAGLE II will include large and small business award tracks. Small business awards will be for Category 1. Small businesses are eligible for awards in all three categories while set-aside awards will be made in Category 1 for 8(a), HUBZone, service-disabled veteran-owned firms. DHS awarded 25 large business contracts and 28 small business contracts for Eagle I and the number of Eagle II large and small business awards are expected to be similar.
EAGLE II contracts will be for five year base periods and with two year option periods.
The proposal due dates for large and small businesses is January 11, 2011 and January 18, 2011, respectively.
Offerors are not required to have DHS experience and facility clearances are not required. Offerors are not required to have approved accounting and purchasing systems.
