The Women-Owned Small Business (WOSB) Program ramped up at light speed from Proposed Rule to publication of the Final Rule on October 7, 2010 -- about 7 months -- in contrast to the years it normally takes to pass and implement legislation. Implementation of the Final Rule is equally on the fast track, with an effective date of February 4, 2011. In other words, Contracting Officers may begin WOSB set-asides/awards beginning February 4, 2011. Fedmarket predicts contract awards to WOSBs will be issued very quickly and even more swiftly than those made to other types of small businesses. Help your clients be one of the first WOSBs to be certified by the Small Business Administration (SBA) and take advantage of the current political pressure to contract with WOSBs.
