New Woman Owned Small Business Program (WOSB)
Fedmarket's Angela Pak Holds Seminars and Self-Certification Workshops for the New Federal Woman Owned Small Business 8(m) Program.
Angela Pak is Vice President of Women-Owned Small Business and GSA Schedules for Fedmarket. Having served as counsel for federal government contractors, Ms. Pak possesses extensive experience in government procurement and preference programs. Her areas of concentration at Fedmarket pertain to the Women-Owned Small Business (WOSB) Program, GSA Schedules, and other SBA preference programs. Ms. Pak has intimate knowledge of the WOSB Program, having followed the program since inception both as a practitioner and as a woman-owned small business owner. Ms. Pak is knowledgeable in all aspects of the WOSB Program including:
- The previous Administration's implementation of the 8(m) Program and its strengths and weaknesses
- SBA's development of the new WOSB Program including draft regulations, regulation comments, and final regulations
- The strengths and weaknesses of the WOSB Program
- Rule of two contract award criteria
- NAICS qualification criteria
- WOSB certification requirements
- EDWOSB certification requirements
- Anticipated Audit requirements to verify certification
- Current status of the WOSB Program at SBA
- Marketing WOSB companies to federal contracting officers
Ms. Pak also possesses substantial experience in negotiating and drafting teaming agreements, subcontracting agreements, and all administrative aspects of government contracting. Ms. Pak received her Juris Doctor from the University of Maryland School of Law and a Bachelor of Arts from Boston University.
Ms. Pak will be conducting a seminar and a one-day workshop to assist the WOSB audience in understanding the new 8(m) ruling, and to review and prepare the documents required to complete a WOSB self-certification package. Ms Pak was instrumental in the development of a do-it-yourself, web-based product, the WOSB eCertify Wizard. The WOSB eCertify Wizard is designed to educate and assist WOSBs in completing the self-certification package on their own.
