Audit Fear is Gripping GSA
Life for GSA schedule offerors and contract holders is becoming more difficult. Audit fear appears to be gripping the agency and this is reflected in:
- Long evaluation times and more proposal rejections
- Calls for unheard of levels of details in requests for proposal refinements
- Demands for information not specified in the GSA schedule solicitation
- Use of comparisons of prices across schedules in offer evaluation
- Emphasis on negotiating less than most favorable customer pricing
- Negotiation of stricter terms and conditions than those specified in the solicitation
Why is this occurring; probably because of the increased use of GSA schedules and the Obama Administration's emphasis of procurement integrity.
