GSA Schedule 30 Day Proposal Evaluation Program

The General Services Administration recently implemented a new GSA Schedule 30 day proposal evaluation program called the Multiple Award Schedule (MAS) Express Program.. At the present time, the program is open to five GSA schedules and specific Special Item Numbers (SINs) under each of the five schedules. The participating Schedules and SINs are as follows:

Schedule 70 General Purpose Information Technology Equipment, Software, and Services SINs 132 8 & 132 12
Schedule 67 Photographic Equipment-Cameras, Photographic Printers, and Related Supplies and Services (Digital and Film-Based) SINs 19-1, 20-130, 20-316, 20-320, & 262-53
Schedule 78 Sports, Promotional, Outdoor, Recreational, Trophies, and Signs (SPORTS) All SINs
Schedule 58 I Professional Audio/Video, Telecommunications, and Security Solutions SIN 58-1
Schedule 81 I B Shipping, Packaging, and Packing Supplies SINs 617-1, 617-2, 617-3, 617-4, 617-7, 617-8, 617-11, & 617-12

A vendor must meet the following specific criteria for submission of offers under the MAS Express Program. Other criteria and related procedures are specified in the Schedule Solicitations

  1. The company must be offering for one of the five schedules (and the specific SINs) listed at http://vsc.gsa.gov/fss/MASExpProgram.cfm. That knocks out many vendors but I expect that they will be adding schedules and sins in the future.
  2. The MAS Express Program are limited to a total of 500 products/line items.
  3. Most Favored Customer (MFC) pricing must also be offered at the outset in order to expedite the contract award process.
  4. The vendor must have been in business for at least two years;
  5. The vendor must have a minimum of $100,000 in cumulative sales (primarily or entirely commercial) over the last two years;
  6. The vendor must have a minimum current ratio of 1.5, based upon the Offeror's most current year's financial statement;
  7. The vendor must receive a positive and/or neutral ratings on all elements on the Open Ratings Past Performance Evaluation Report.

Although restrictive, the MAS Express Program is a major step forward for GSA and vendors.
