Strange but Real IDIQ Purchases

The following are Indefinite Delivery/Indefinite Quantity (IDIQ) solicitations for items that might not be normally considered items that would be bought through an IDIQ contract:

What does this trend say? Contracting offices are racing to IDIQs as the way out of their under-staffing dilemma and as a way to speed up purchasing. When will it stop? When the reduction in competition becomes politically uncomfortable. Give it 3 - 5 years.
